About the Department

The Energy Department of the Velocity Interoperability Network is responsible for the generation and supply of energy to the sites of the Velocity Interoperability Network, for the programme to raise the renewable share of that supply, for the safety of electrical, gas and heat installations, for the connection of sites and installations to the Network supply, and for the response to supply interruptions and energy emergencies.

The Department was established on 6 September 2026. In the four weeks before establishment, member organisations transferred to it the oversight of the generating stations, the registers of installations, installers and connections they had each maintained, and the interim arrangements for the supply control room at Central Exchange, which has been staffed continuously since 10 August 2026. The Department does not set the charges for energy supplied to member organisations; those are settled between the member organisations and the Treasury Department.

Responsibilities. The Department's work falls into six areas.

Generation and supply: Oversight of the five generating stations serving the Network, the balance of generation and demand, security of supply to every site and the quarterly Generation and Supply Statement.
Renewable Programme: The programme of six projects to raise the renewable share of the electricity supplied to the Network from 37.7 per cent to 60 per cent by 31 December 2030.
Installation safety: Certification of new and altered electrical, gas and heat installations, periodic inspection of installations in five classes, and the registers of certified installations and registered installers.
Connections: Assessment of applications to connect sites, generating plant and storage to the Network supply, and the register of connections.
Outages and emergencies: The schedule of planned outages, the supply control room at Central Exchange, the response to supply faults and the coordination of energy emergencies with site duty officers.
Statistics and reporting: Quarterly statistics on electricity supplied, demand, the generation mix, supply interruptions, inspections and connection applications.

Organisation. The Department is organised in four units, each led by a head of unit reporting to the Director of the Department.

Supply Control: Operates the supply control room at Central Exchange, which is staffed continuously. Balances generation against demand, directs the generating stations, schedules planned outages and manages the response to faults.
Renewable Programme Office: Plans and delivers the six projects of the Renewable Programme, runs the call for site proposals, and reports progress against the 2030 target in each quarterly statement.
Installation Inspectorate: Twenty-two inspectors who certify new installations, carry out periodic inspections in Classes A to D, audit the reports of registered installers and maintain the registers of installations and installers.
Connections and Registers: Assesses connection applications, issues connection offers, maintains the register of connections and prepares the Department's statistical releases.
